I think you misunderstood the information in the link I provided (and I do not blame you - it's totally mind-boggling.) We are talking $94 *trillion* (not billion) of off-the-books, off-the-budget money over 3 years 2017-19. Again, that money is not reflected in the budget and totally dwarfs it.
The problem is that it's unclear how much of those adjustments is double-counted. So far they do not have enough documentation from the government, and they won't make the numbers "official" until they can support their findings.
However, they do have $21 trillion of missing money verified and documented. It includes mostly DoD and HUD. I could not easily find the breakdown, but I *think* DoD is significantly greater than HUD (which is the "welfare" side.)
That's still much less than what is spent on entitlements.
